Disadvantaged Business Enterprise (DBE) Three-Year Overall Goal for Federal Fiscal Years 2025-2027 The City of Los Angeles Department of Transportation (LADOT) has established a Disadvantaged Business Enterprise (DBE) program in accordance with the U.S. Department of Transportation (DOT), 49 Code of Federal Regulations (CFR), part 26. DOT created the DBE program to ensure that firms competing for DOT assisted contracts for these projects are not disadvantaged by unlawful discrimination. LADOT formed its overall goal to help ensure that DBEs have an equal opportunity to participate in DOT-assisted contracts. The Federal Transit Administration (FTA) has concurred with the LADOT DBE goal for 2022-2024 (October 1, 2022 through September 30, 2024).

LADOT has drafted a DBE goal for FFY 2025, the three-year period from October 1, 2024 (Federal Fiscal Year 2025) through September 30,2027 (Federal Fiscal Year 2027).The overall draft goal is 6.96% for DOT assisted contracts. It is expressed as DBE availability on FTA assisted contracts in the upcoming goal period. LADOT is collecting public comments on the draft DBE goal until August 26th.
