DISADVANTAGED BUSINESS ENTERPRISE (DBE) Three-Year Overall Goal for Federal Fiscal year 2025-2027

The City of Los Angeles Department of Transportation (LADOT Transit) has drafted a Disadvantaged Business Enterprise (DBE) program in accordance with the U.S. Department of Transportation (DOT), 49 Code of Federal Regulations (CFR), part 26. DOT created the DBE program to ensure that firms competing for DOT assisted contracts for these projects are not disadvantaged by unlawful discrimination. LADOT formed its overall goal to help ensure that DBE’s have an equal opportunity to participate in LADOT’s DOT-assisted contracts.

The LADOT Transit drafted DBE goal for FFY 2025-2027 is for the three-year period from October 1, 2024 (Federal fiscal year 2025) through September 30, 2027 (Federal fiscal year 2027). The overall draft goal is 6.96% for DOT-assisted contracts. It is expressed as DBE availability on FTA-assisted contracts in the upcoming goal period. LADOT Transit is collecting public comments on the draft DBE goal until August 26th, 2024.
