Disadvantaged Business Enterprise (DBE) Three-Year Overall Goal for Federal Fiscal Years 2016 – 2018 

The City of Los Angeles Department of Transportation (LADOT) has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 Code of Federal Regulations (CFR), Part 26. The City has received federal financial assistance from DOT and as a condition of receiving this assistance, the City has signed an assurance that it will comply with 49 CFR Part 26. The triennial goal is established to ensure DBEs have an equal opportunity to participate in LADOT’s FTA-assisted contracts.

LADOT’s proposed DBE Overall Goal is 18.7% for Federal Transit Administration (FTA) – grant funded contracts. The overall goal is for a three-year period from October 1, 2015 (Federal Fiscal Year 2016) through September 30, 2018 (Federal Fiscal Year 2018). LADOT will achieve 4.3% of its overall goal utilizing race-neutral measures, and 14.4% of its overall goal utilizing race-conscious measures. The overall goal is expressed as a percentage of all FTA-assisted funds that LADOT will expend in applicable FTA-assisted contracts in the triennial goal period.
